日本中華總商會成立於1999年9月9日，是由老華僑、新華僑（中國實行改革前來日定居的稱為老華僑；八十年代之後來日的被稱為新華僑）以及有中資背景的在日企業法人組成的華僑、華人經濟團體。在此之前，在日本從未產生過覆蓋全國範圍的華僑、華人經濟組織。
