To support the principle of "one country, two systems", to be persistently devoted to the country and Macao, to unite different entities and individuals in the industrial and commercial sectors in Macao.

To server them and safeguard their legitimate rights and interests, to promote the commercial links with other countries and regions, and to strive for the social stability and economic prosperity of the Macao Special Administrative Region.

一九一一年以前澳門商人並無團體之設。每遇事故,則假座鏡湖醫院集議解決。至一九一一年,華商蕭瀛洲等,鑒於澳門華商日眾,乃發起籌備組織商會,擬具綱領,條陳澳門政府,旋於一九一二年十二月十四日獲葡京批准立案,名為「澳門商會」。翌年,澳門商會正式成立,公推蕭瀛洲為首屆總理。當時未有會所,暫假同善堂為臨時辦事處,繼由康公廟值理會撥借木橋街四號之嘗產為會所。同時,以「旅澳華商總會」名義,獲當時中國政府工商部批准立案。一九一六年,正式定名為「澳門中華總商會」(又稱「澳門商會」)。

 In 1911, in view of the fact that there were increasingly more Chinese businessmen in Macau, Mr. Shiu Ying-chau jointly with other businessmen initiated to organize a chamber of commerce and presented project to the Macau Government.  Consequently on September 14, 1912, the Lisbon government approved registration of the Macau Chamber of Commerce.  It was officially established the next year under the first directorship of Mr. Shiu Ying-chau,  with Tung Sin Tong as the provisional office of the Chamber and later at an estate owned by the Hong Kung Temple Council at No. 4, Rua do Pagode.  In the meantime, the Chamber was also approved for registration by the then Chinese Government Department of Industry and Commerce under the name of  Macau Overseas Chinese General Chamber of Commerce.
